An investigation into four Russian diplomats who are undercover promoting Russian influence in Europe through the political, economic, business and educational spheres. The study is based on information received from Ukrainian hackers who sent the dumps of the emails of these diplomats. The article details their activities, including corruption schemes, domestic violence, and cooperation with businesses in Slovakia and other EU countries to strengthen Russian influence despite sanctions and the war in Ukraine.

Russian mineral fuel for Slovakia “SILK ROAD Slovakia s.r.o.” – a company specializing in procurement; in 2022, Stupar attended meetings with representatives of this company, referring to sanctions and the war waged by Russia in Ukraine and noting the “current economic situation”. They discussed trade opportunities between Slovakia and Russia. After the meeting, Stupar concluded in FB that “despite the sanctions, the potential of trade and economic relations between Slovakia and Russia remains high.”
Slovak drills for Russian “Lancets”. In the summer of 2022, Serhii Stupar held negotiations with influential business representatives of Slovakia. There was Milan Mandak, general director of the company “MASAM”, which manufactures drills, cutters and other equipment. Mandak Stupar discussed plans for the future: how to support companies in conditions of sanctions, develop production in the Russian Federation, participation in Russian exhibition events in 2022. It is interesting that there is an official trade representative of this company in Russia, and on their website there is a product catalog in which the Russians proudly indicate that they cooperate with “MASAM”, in particular, with “Kalashnikov Concern”, which includes, in particular, Zala Aero, which manufactures Lancet drones. That is, it is quite likely that the products of the “MASAM” company are used in production by the Russian company Zala Aero.
Visa for a Slovak deputy. In the fall of 2022, Stupar received a letter from Sergey Yanikovsky. This is an employee of the Russian “MINPROMTORG”. The letter contained a request to provide visa support to the head of the Slovak National Party, Andriy Danko, and issue him a multiple-entry visa to the Russian Federation for a period of one year. Andriy Danko (FB) was the only European politician who attended the military parade in Moscow on May 9, 2019.
Promotion of investment in the Russian Federation — silicon for Russian missiles. In October 2022, Robert Matejovich, editor-in-chief of the Dimenzie publication, wrote to Stupar with a request to assist “a group of Slovak investors who would like to invest in Russia.” It is about a project for the production of silicon ingots, which are raw materials for the manufacture of semiconductor microcircuits. He says that in the village of Tsinobanya “with the generous help of the municipality” it is possible to implement a project on the production of silicon ingots. In that village there is an industrial park that can be sold together with the land. Matejovich notes that “the sale price of the land together with the halls and buildings is now €640k”. The estimated investment amount is about €4m.
Silicon ingots play a key role in the development of modern military technologies, including rocketry. They are the basis for the production of silicon wafers, which are then used to make integrated circuits and various electronic components. These elements are critical for missile guidance systems. They provide navigation and control accuracy. In addition, silicon ingots are used in the production of military equipment: from radar systems to electronic sights.
Mateiovich also asked Stupar for money to finance the publication.
Turkey eggs, ventilation, ore, concrete supports. In October 2022, Stupar met with the executive director of Adrian group, a Slovak manufacturer of heating and ventilation equipment. They discussed the continuation of cooperation, cooperation in the supply of equipment to Russian customers, the search for new logistics opportunities and participation in export forums and exhibitions in Russia in 2022. For example, in February 2023, representatives of the “Adrian group” visited the exhibition “AkvaTerm-2023” in Moscow. In the same month, he had a meeting with the head of the company “BRANKO Nitra a.s.” — by Vladimir Horvath — regarding the implementation of an investment project for the construction of an incubator for 4.5 million turkey eggs in the Republic of Tatarstan, Russian Federation.
Sergey Stupar corresponded with Andrii Churilov, an employee of Metalloinvest JSC, regarding the supply of ore concentrate and iron ore coil from the Russian Federation to the Košice Metallurgical Plant in Slovakia. And the director of Castor@Pollux group Jan Bajgon stated in the letter that despite the difficulties with their implementation in the conditions of sanctions restrictions, the company intends to continue working in Russia.
In January, the head of the “PLD” company, William Ganovsky, promised to renew the investment project for the construction of a plant that produces concrete supports for power transmission lines. They are planned to be established in Taganrogye, Russia. The project involves investments in the amount of €4m. The Slovak entrepreneur has even registered a joint venture with a Russian partner in Russia, and is ready to proceed to the main stage of project implementation.
So Stupar is now actively working on assisting Slovak politicians and entrepreneurs in cooperation with the Russian Federation. And before that, Stupar directly expanded the network of connections also in the Czech Republic, Spain, and the USA, having background work in the Russian State Duma until 2014. For example, on October 10, 2013, he received the concept of a “new educational and methodological complex on national history”, which contains a list of “difficult questions of the history of Russia”, including the item “accession of Ukraine to Russia (causes and consequences)”. He was among the delegation of the State Duma of the Russian Federation to Washington in 2012, which became known from correspondence with Valery Levytskyi, deputy head of the Department of International Cooperation of the State Duma of the Russian Federation, regarding flights “Moscow-Washington” , from whom I received a confirmation letter of the Phoenix Park Hotel reservation.
He participated in the activities of the House of Russia in Barcelona in 2012 and was a member of the Patronage of this foundation. Stupar was supposed to report on the financing of the house’s activities at the end of 2012-2013.
For 5 years, from 2014 to 2019, he worked at the Trade Representative Office of the Russian Federation in Prague. He repeatedly wrote to his former colleague, Veronitsa Romanishina, about how he likes not being in Russia: “I am working, adapting, getting used to a new role and life. Everything is fine here, it is a completely different reality… a normal life… How how are you doing in the GD (ed. – gos-dumye)? Everything looks different from here, a kind of mouse bustle and a feast of absurdity… well, good…”.
In July 2017, in one of the interviews, he stated that he was worried about his arrival in the Czech Republic and the sanctions against Russia. But “from the inside, the situation looked different”: “The Czech business community has not changed its attitude towards Russian business, while the vector of relations has moved from the federal level to the regional level.”
In June 2016, I received a message that the “CLOVEK V TISNI” organization, on the anniversary of the withdrawal of Soviet troops from Czechoslovakia, released a special selection “Militaries are gone, spies remain”, which talks about the bloated embassy, Russian spies and Russian propaganda.
Until the end of January 2011, Stupar actively corresponded with Maxim Takhtamirov from Riga regarding the purchase of property. Stupar emphasized that the funds he plans to spend on the purchase have a legal origin — obtained from the sale of other real estate. Takhtamirov then confirmed the opening of a bank account for the transaction, and indicated the need to transfer €145,740, of which €142,5k was intended to pay for real estate

He started his career in “Rosspovorobrodnitstvo”. He worked in Egypt and Congo. In March 2012, he was the head of the Rosscooperation representative office in Morocco.
There, in April 2013, Chechin spoke at the First Regional Conference of Youth Organizations of Russian Compatriots of the Middle East and Africa in Amman, and gave a speech “Our Russian World”. He noted that most of the participants in the section are children from mixed marriages between Moroccans and citizens of states that were previously occupied by the USSR. Like, and the basis of this association is love for the Russian Federation, its culture, customs and language. Departments of Russian language, culture and education were created in the section.
In July 2013, Chechin turned to Yefremova Larisa, deputy director of “Rossotrudnichestva”. I asked Efremova to help the Moroccan citizen Britel Valaa to get a state scholarship to study in Russia. But from this you can trace a whole series of cases when Chechin acted as a “mediator”. The following year, he applied for the admission of the Moroccan applicant Ali Brahimi Hamzou, a relative of the influential prefect in Rabat, to the Astrakhan State Medical Academy.
Presumably, Chechin received “kickbacks” for the admission of Moroccan citizens to Russian universities. But his corrupt activities do not end there.
In 2014, I received a letter from the chief accountant of the representative office of “Rossotrudnichestva” in Morocco. He said that the mass media (the name was not specified) would not publish their article for free, so he would go to the editorial office and find out how much it would cost.
In 2022, Chechin returned to Moscow. In January, he concludes an agreement on the popularization of Russian higher education in Morocco and the attraction of foreign students to study in the Russian Federation on a paid form of education. Chechen as the face of the company “SARL ARESMA PRIVEE” and LLC “RAKUS” (ООО “РАКУС”) in the face of Nutsalov Avbakar Khatypovych, general director of Rakus. In June 2022, Chechin wrote a letter to Avkabar’s brother, Ali Nutsalov of RAKUS, who was also his partner in the above contract. In it, he noted that Avkabar “abandoned” him. Probably, that contract was created to “launder” funds, and in August 2022, a “denunciation” was written on “Rakus”, after which the entire education department was fired.
Chechen uses the Russian social network “adnaklasniki”. In 2016, he sent to his friends and relatives a link to the propaganda community “Antimaidan and us 946,000 with us Pravda and God!”.
At the same time, Chechin does not like the situation in Russia itself. He writes about this to his friends Yuriy Morozov and Yanina Enzanza ([email protected]), who previously worked at the Russian cultural center in the Congo.
When Ukraine started fighting as part of a full-scale invasion, at the beginning of 2022, Vasily did not like it, because the situation at the front “doesn’t please him”, as he writes to his friend Yuri in April and October 2022. In October 2022, Yuriy Morozov wrote to Vasiliy that his department had been transferred to the production of Iskander missile systems, to which he replied: “Forge victory! Either we have them, or they have us.”
Vasiliy’s son accuses him of domestic violence. In October 2009, he wrote a letter blaming his father. In response, Vasiliy writes that his wife attacked him first and hit him on the head “that my glasses flew off the bridge of my nose” and that this is the third time that his wife has hit him like that.
In June 2017, Vasiliy’s wife, Maria, sent him a letter stating that Tamara’s daughter “is either sick or the devil has taken over.” Chechin replied that she used to have “outbursts of demented, deranged laughter” and that “hell or not – but treatment is necessary.”

“Shabby city” and “peasant councilors” – this is how this Russian ambassador describes Croatia and the city of Zagreb, when he worked as a senior advisor to the ambassador at the Russian embassy in Croatia, where he was engaged in foreign policy (2017-2022). In his opinion, Croatia is a “provincial country”. However, he tried to advance the Russian position there against Ukraine — in February 2019, he wrote with a request to discuss Ukraine and the situation in the Kerch Strait with the representative of the Ministry of Foreign and European Affairs of Croatia, Kristina Lahovski.
In 2021, he applied for a job in the OSCE, but it seems that he did not succeed. Later, he returned to Russia and from the summer of 2022 he works at the Ministry of Foreign Affairs of the Russian Federation, in the Department of New Challenges, the Counter-Terrorism Department. The personal life of Stanislav Tolkach is similar to a Russian melodrama. In 2009, he was still married to Natalia Tolkach. While his wife was undergoing treatment at a clinic in Russia, he seems to have found another. Apparently, he took an example from the head of Russian diplomacy, Sergei Lavrov – in this article we talked a little about his “unofficial” wife.
Tolkach wrote about his wife’s depressive state. Since June 2009, he had an active correspondence with Anna Mokina. She was also married at the time. Correspondence in a similar style continued for the next several months. In letters with his brother for June 2009, he indicated that his “wife’s roof has fallen” and she does not let him live. I mentioned the same thing in correspondence with a friend in June 2009.
His first wife died in early 2010, after an accident, she suffered a cerebral hemorrhage. In December 2018, Tolkach accused Anna Mokina of the death of his wife — he wrote that in 2009 his mission was to destroy his family. And already in 2022, he had a relationship with another woman – Maria Lobanova, who probably also works at the Russian embassy, because their previous correspondence was about an agreement to meet with the ambassador.
In the head of the Russian diplomat Tolkach, things are combined that are difficult to imagine together. For example, he repeatedly noted that he is Orthodox. Likes to reflect on matters of religion (1, 2, 3). At the same time, he shows an interest in communism and believes that it is a “good idea”, albeit an imperfect one. He also shows signs of racism — he has repeatedly stated that he hates “Asian and Caucasian physiognomy”. He is probably a fan of conspiracy theories, because he believes that in the modern globalized world there are fewer independent leaders, and Macron or Zelensky are someone’s proteges.
Stanislav Tolkach, at one time worked at the Russian embassy in Nicaragua. There he met the wife of the Russian ambassador to this country, Nataliya Diakonova. In regular correspondence, they exchange opinions on the topics of politics, history, and also share personal experiences. In particular, in relation to the Russian-Ukrainian war.
In December 2019, Tolkach expressed the opinion that Russia needs an “iron hand”. He also believed that sooner or later the country would come to socialism. At the same time, he called Stalin a “great historical personality.” In his letters to D’yakonova, he also says that it is uncomfortable to work at the Russian Foreign Ministry. But as of the end of 2023, he still hasn’t resigned.
In February 2022, when Russia launched a full-scale invasion of Ukraine, Tolkach discusses these events with Dyakonova. She expressed support for Russia’s actions, calling them “jewelry work” and expressed disdain for the West. In a letter dated March 2022, Dyakonova calls Vladimir Putin a “well-done man” who was able to fight back “insolent NATO gorillas.”
In thinking about geopolitics and wars, Tolkach blames anyone but Russia itself. Such logic has been characteristic of him for a long time. Back in 2013, he sent his daughter an article where the author thinks that the culprits of all world wars are the British and the West. The purpose of these wars was to weaken Russia. All around are enemies and want to take away a piece of Russian land.

According to the answer of Konstantin Vaisman, Chairman of the Board of the Ukrainian JSC “VTB Bank” in February 2017, Alexander sold the shares of the Ukrainian Stock Exchange “PFTS” in the amount of 35.9 thousand hryvnias in December 2016. However, due to an incomplete package of documents, the funds were returned to his investment account. In the same month, Oleksandr received a forwarded letter (1, 2) from Serhiy Dubinin, a member of the Supervisory Board of VTB Bank, in which it was noted that Oleksandr had problems at the Ukrainian branch of VTB Bank. These problems could not be solved due to the granting of a power of attorney to his sister Galina Demukh, who probably lived in Ukraine at that time.
In the role of Trade Representative of Russia in Austria in 2016, Alexander participated in 11 joint Russian-Austrian projects with a total amount of about 4.3 billion dollars, as indicated in an email from January 2016.
Potemkin’s relationship with Naryshkin. In April 2019, Alexander corresponded with Andrey Naryshkin, the son of the head of the Russian Foreign Intelligence Service, Sergei Naryshkin. Naryshkin asked to accommodate 5 people in the guest apartments of the Trade Representation of the Russian Federation in Austria. In addition to Naryshkin and his wife, Oganezov David Sergeevich, then vice president of the sanctioned “Russian Export Center”, was also mentioned in the list.
UPD: Andrei Naryshkin was later found to be unrelated to the head of Russia’s foreign intelligence service, Sergei Naryshkin. Andrey Naryshkin is a candidate of political sciences and former director of mining and geological consulting “RG Consulting”. In addition to Naryshkin himself and his wife, the list also included Davyd Serhiyevich Oganezov with his wife and daughter (1, 2, 3, 4). Oganezov – the then vice-president of the sanctioned “Russian Export Center”.
“Against the terrible war”. After the start of the full-scale Russian invasion of Ukraine, Alexander and his wife left Russia. It would be possible to put an end to this, but the close political ties with the Russian Federation did not let Potemkin go. In July 2022, Potemkin still paid taxes in Russia — 289.6k rubles. In January 2023, I corresponded on FB with the head of the “Community of Professionals of the Financial Market” Oleksiy Mamontov (FB).
It is known that at that time he had already received a credit card from the Israeli bank Leumi. In the same month, he booked a car through the SIXT service in Haifa, Israel. In February 2023, he received a letter from the Ulpan Shela Hebrew School, stating that he had registered on their website.

In August 2011, Iryna sent a letter stating that she forgot to send some articles because “she was enchanted by a pleasant evening.” And in May 2016, she wrote that she was planning to go to Vienna, and asked if she could stay at Alexander’s hotel and received his consent.
Some of these so-called diplomats are outright racists. They hate Ukraine and adore Putin, support and glorify war. It is important that the international community remains vigilant and takes measures to counter not only open, but also covert Russian aggression. But, as we can see from their personal correspondence, far from everyone likes the Russian system: some flee to Israel, some are not comfortable working in the Ministry of Foreign Affairs, some enjoy life in “decaying” Europe, considering the Czech Republic a country of opportunities, where the state does everything for people.
