Tech giant Google is preparing to launch its own first-level blockchain called Google Cloud Universal Ledger (GCUL), which should compete with fintech companies and become a neutral platform for financial institutions.

The project was announced by Google’s Web3 strategy manager Rich Widman. According to him, GCUL is already in the private testnet stage and should become the base blockchain for creating other networks and applications.
Back in March 2025, Google Cloud announced a partnership with CME Group to test the platform in the field of wholesale payments and asset tokenization. The company emphasizes that GCUL will offer financial institutions a “productive and neutral” chain with support for Python smart contracts.
Analysts note that Google seeks to create a platform that financial players can use without the risk of dependence on competitors. Yes, Tether will not use the Circle blockchain, and Adyen will not use the Stripe blockchain, but GCUL may be a compromise choice.
At the same time, the main question arises – the level of decentralization. Skeptics emphasize that without an open governance model, the project is unlikely to become a “real” blockchain in the classical sense.

Today, the L1 blockchain market is already saturated – along with Bitcoin and Ethereum, Stripe and Circle are developing their networks. However, Google has a strong advantage in the form of global infrastructure and scale effects, which can ensure the rapid development of GCUL.
Comparative tables have already appeared on social networks, where GCUL is contrasted with competitors. Despite this, the crypto community doubts whether Google will be able to combine performance with real decentralization. The launch of Google Cloud Universal Ledger may be one of the most important events in the blockchain industry in 2025. However, the future of GCUL will depend on whether Google can prove its “neutrality” and open the platform for transparent use in the financial sector.
