Italy fines TikTok 10 million euros for ineffective protection against harmful content

Italy’s competition authority has fined TikTok a hefty €10 million for failing to adequately protect users from the malicious “French Scar Challenge” game, stressing the need to improve the platform’s content monitoring mechanisms.

According to the Autorita’ Garante della Concorrenza e del Mercato (AGCM), TikTok failed to effectively control harmful content, which could threaten the safety of harmful content, especially young and vulnerable users. The regulator accused TikTok of re-offering such content through the platform’s algorithms without adhering to its own security principles, which the company promised its users. This fine was imposed on three factions of ByteDance – Irish, British and Italian, underscoring the seriousness of the violation.

The “French Scar Challenge” is an online challenge that challenges participants to leave visible scars by pinching themselves on the cheek, which can have long-term psychophysical consequences. The Italian regulator pointed to TikTok’s lack of attention to the particular vulnerability of teenagers, who may not be able to distinguish reality from fiction and are prone to group behavior that poses a risk to their safety.

This situation highlights the critical need for social media platforms like TikTok to implement more effective protection mechanisms to detect and block harmful content, especially among minors and vulnerable users. The Italian regulator’s fine serves as a stark reminder of social networks’ responsibility to ensure the security of their platforms.
