The article examines how Russia continues to produce the Supercam unmanned aerial vehicle despite international sanctions. Russian companies, such as the Unmanned Systems Group, circumvent sanctions by changing names or creating new legal entities.
The Russian group of companies “Unmanned Systems” demonstrates effective ways to circumvent international sanctions using legal manipulations. The lack of clear identifiers, such as tax numbers (TIN), makes it difficult to enforce sanctions decisions. This allows companies to change names, create subsidiaries and effectively avoid liability.
The “Unmanned Systems” group unites several key legal entities. The main ones are LLC “Finko”, LLC “Unmanned Systems” and LLC “Izhevsk Aviation Plant” (IAZ). All of these companies are engaged in the production and sale of “Supercam” drones, often under different names.
LLC “Finko” is the central company of the group, which participates in military contracts and cooperates with the Russian Ministry of Defense. Its products include not only drones, but also projects for creating 3D models of military training grounds. LLC “Unmanned Systems”, founded in 2012, is part of the same network. It uses the same addresses and personnel as other companies in the group.
Of particular note is the Izhevsk Aviation Plant, which produces the Skat350M drones. These drones are actively used in military operations, in particular in the Kharkiv region. The plant, partially controlled by the Kalashnikov concern, is not officially part of the Unmanned Systems group, but is actually affiliated with it.
Plans were announced in 2024 to increase Supercam production by a factor of 10. In addition, Rostec is building a new production facility with an area of over 30,000 square meters, which indicates state support for this initiative.

These companies are only part of a sprawling network that ensures the production of the “Supercam” drones used in the war against Ukraine. The system also involves numerous individuals who are not subject to sanctions, which allows the group to avoid international restrictions and expand its activities.
However, even these companies are only part of a larger network. And below we will take a closer look at the companies and individuals responsible for the production of “Supercam” drones in Russia, which are subsequently used by the occupiers in the war against Ukraine. Individuals directly related to the production of Russian drones are not subject to sanctions.
As we can see, Finco LLC is the center of a complex network of related companies, which include both drone manufacturers and subcontractors in various fields. We can identify approximately 10-15 companies that are directly or indirectly related to this group. Here are the key ones:

The group of companies that manufactures and sells Supercam UAVs operates through an extensive network of legal entities in various countries. This activity is associated with both Russian state structures and international representative offices. It is known that the group’s companies are actively operating in Kazakhstan, Belarus, and also conduct demonstration flights in the countries of Central Asia.
SkyTorez LLC, founded in 2015, is the official representative of Unmanned Systems in Belarus. The company works closely with the Belarusian Ministry of Defense, ensuring the supply of Supercam drones for military units and artillery brigades. In addition, in 2016, SkyTorez flew over the Belarusian-Ukrainian border, which coincided with the areas through which Russian troops invaded Ukraine in 2022.
LLC “KazUAV”, created in 2016, is engaged in aerial photography and monitoring using drones. The company is integrated into the Japanese group Terra Drone Group, but actively cooperates with “Unmanned Systems”.
These two companies, “SkyTorez” and “KazUAV”, are officially declared as the key representative offices of the group outside Russia. Despite this, operations of related structures have also been recorded in Azerbaijan, Uzbekistan, China, Cyprus, Pakistan, Nigeria and Angola.
Data indicate that through an extensive network of companies, Russia continues to supply drones to international markets, circumventing sanctions and using them in military operations.

The Unmanned Systems Group of Companies actively cooperates with international partners, using Supercam drones for various purposes. Through interaction with private and public structures in different countries, these companies expand the geography of their activities and gain access to foreign technologies and markets.
Although KazUAV is registered in Kazakhstan, components for Supercam drones are supplied from Izhevsk. Despite integration into the Japanese Terra Drone Group, KazUAV uses exclusively the products of the Unmanned Systems Group. Cooperation with local structures, in particular the Kazakhstan Center for High-Precision Satellite Navigation, allows for product promotion. In 2016, joint events were organized, including participation in the KADEX-2016 exhibition. The drones were proposed to be adapted for tasks such as crowd monitoring, building surveillance and operational surveillance.
SkyTorez, founded in 2015, is the official representative of Unmanned Systems. It cooperates with the Belarusian Ministry of Defense, ensuring the supply of Supercam drones for military units. In 2016, flights of these drones were carried out on the Belarusian-Ukrainian border. At the same time, the company received orders to participate in tenders and implement drones for border control.
In 2014, a group of companies organized a presentation of drones for representatives of Iraq. The event was attended by Finco LLC, Protek Engineering Center and JSC Radio and Information Systems of Air and Space Defense. After the presentation, a photo report was prepared, demonstrating the products for foreign customers.
Dmitry Ivanov, who previously worked at Unmanned Systems, later became the owner of SMU5 and transferred it to another employee. Alexey Florov, the former deputy head of Unmanned Systems, participated in the development of commercial proposals and consulting for foreign partners.
Russian companies involved in the production of drones use a network of international contacts to circumvent sanctions, legally obtain technologies and promote their products. This activity allows them to remain competitive in the global market, despite restrictions from Western countries.
After the presentation, Ushomirsky provided Florov with a complete “list of guests and participants of the product presentation,” as well as a separate document with comments on the positions and importance of the delegation members.
In 2019, Finco demonstrated its drone models in Uzbekistan and Turkmenistan, as evidenced by data from the import-export data aggregator 52wmb.
In April 2021, at the Innoprom International Industrial Exhibition in Tashkent, a delegation from the Unmanned Systems Group of Companies, led by Ushomirsky, met with representatives of the Uzbek Agency for Space Research and Technology Uzbekkosmos. They talked about joint production of drones in Uzbekistan and training personnel, including pilots. As a result, they agreed to conduct test launches in Uzbekistan and implement joint projects.
In 2024, during the ADEX-2024 exhibition in Azerbaijan, the Unmanned Systems Group of Companies presented its Supercam range of systems there. The exhibition was visited by Azerbaijani President Ilham Aliyev, who was shown the Supercam S350 unmanned system at the Rosoboronexport stand. In the same year, the company also presented this system at the Securex Uzbekistan 2024 exhibition in Uzbekistan.
According to TASS, in 2024, customers from Kazakhstan, Uzbekistan and Belarus have already purchased Supercam systems.
In June 2015, technical and commercial offers for the supply of “Supercam” drones were sent to the email address [email protected] at the request of representatives participating in the military-technical forum “Army-2015” organized by the Russian Ministry of Defense. The letters contained information about the possibility of adapting the drones for specific tasks.
The email address associated with the name Artem Shevchenko was registered in Donetsk. The discussions included proposals for the creation of aircraft using special devices for surveillance. This confirms the fact of cooperation with unrecognized entities.
In 2015, during demonstrations at the Alabino training ground, “Supercam” drones were used for remote surveillance of military equipment. These same drones are actively used in modern military operations. Representatives of the Finco company regularly participated in events of the Russian Ministry of Defense, such as the Army-2015 and Army-2016 exhibitions, and presented their solutions for the army, including the development of new drone complexes.
Subsequently, letters with cooperation proposals were sent to the leadership of the Unmanned Aviation Directorate of the General Staff of the Russian Armed Forces. They expressed their readiness to conduct demonstration flights to develop new technologies at the request of the Russian Armed Forces.
Companies involved in the production of Supercam closely cooperate with the Kalashnikov Concern and the Rostec State Corporation. Rostec owns a stake in the group of companies that develops drones and actively supports their production. The Kalashnikov Concern promotes projects related to defense technologies, including drones.
In 2014, a project for the reconstruction of the industrial zone in Izhevsk, developed in cooperation with a local technical university, was presented as part of the innovative development of the defense-industrial complex. Thanks to the support of state corporations and universities, this project became the basis for the creation of a cluster of military technologies.
