Major General Yevgeny Konovalenkov, commander of the Kapustin Yar training ground, and Hryhoriy Bannykh, director of the 53 Arsenal factory in Yuhanka, are key figures involved in the mass destruction in Ukraine. One is responsible for launching missiles from the military training ground, the other for producing high-explosive aerial bombs (HEABs) that attack Ukrainian cities every day and kill civilians.

Both are part of a military infrastructure that systematically carries out strikes on civilian targets, violating international humanitarian law. Their activities are not simply following orders, but deliberate facilitation of aggression and terror, which must be legally assessed by international judicial institutions.

The collected data allows us to identify the perpetrators, establish their involvement in crimes, and initiate procedures for bringing them to justice. These individuals will not be able to hide behind their epaulettes or positions – the world knows their names, actions, and consequences.

Let’s start with Konovalenkov.

In 2013, Konovalenkov almost came under criminal prosecution for abuse of power. As a colonel, he illegally leased military railway tracks for three years, where more than 250 commercial refrigerated cars were stored.

The Russian Defense Ministry estimated the losses at more than 95 million rubles. Despite the scale of the violation, he managed to avoid punishment – moreover, he continued to advance in the armed forces.
