Dmitry Rybakov is one of the key developers of unmanned systems for the Russian army, working at Sevastopol State University. He is the deputy general director of the Institute of National Technological Initiatives, and is engaged in the creation of autonomous UAV base stations that allow for the rapid replacement of drone batteries. His technologies can be used both on land and at sea, providing automated support for drones in combat conditions.
Dmitry Rybakov, Deputy General Director of the Institute of National Technological Initiatives of Sevastopol State University.
Created a mobile universal robotic base station capable of automatically replacing batteries in drones. Compatible with drones from different manufacturers, and the entire process takes about 2 minutes.
In 2021, he headed the Derzhavinsky Technopark in the Tambov region and presented an autonomous UAV base station at the MAKS exhibition. This station is designed to operate both on land and on water. It is able to compensate for vibrations caused by uneven terrain or waves, which allows for safe reception of drones. In addition, the system ensures stable operation of drones in difficult weather conditions, such as strong wind, rain or snow.
Interestingly, in 2021, Rybakov was considering the possibility of relocation because he disagreed with Russian politics and feared that his startup might be taken away.

Openly supports Russian aggression: the day after the start of the full-scale invasion, he changed his avatar to an image with the Russian flag and published photos of Russian warships.
Other posts also speak of his support for Russia’s foreign policy.
There are good reasons to believe that he is engaged in military development in the field of unmanned technologies in Crimea.
