In Ukraine, there is an ongoing discussion about the regulation of Telegram, and this may lead to its blocking. The Verkhovna Rada is preparing a draft law that will oblige the messenger to disclose channel owners and their financing.
The reason for such actions is the fear of the spread of pro-Russian propaganda through anonymous channels. After the start of the full-scale war, Telegram became the main source of news for Ukrainians — 72% of users receive information through this messenger. Everyone uses it.
Since 2018, Telegram has been used by pro-Russian forces to spread disinformation. Anonymous channels have become a source of manipulation, often publishing both true leaks and outright lies. Ukrainian special services confirm that some of these channels are monitored by Russian intelligence services.
One of the main problems remains the use of Telegram to distribute military data, which threatens the security of the country.
